E.L. residents still unhappy with City Center II plans

March 26, 2008

About 25 East Lansing residents broke out clapping at Wednesday’s planning commission meeting after Ann Nichols, president of the Oakwood Historical District Neighborhood Association, criticized building heights in the new City Center II proposal. A new plan for a $117 million downtown development was discussed at the meeting.

The planning commission is waiting on a report from the East Lansing Transportation Commission before it can make a recommendation to City Council.

The first proposal for the City Center II project included the demolition of rental housing in the area near Abbot Road and Grand River Avenue to make space for high-end apartments, condominiums, retail space and a parking garage.

But the redevelopment plans changed after residents criticized the proposed project and the university announced it was not going to move the MSU Museum as part of it.

Strathmore Development Co. and East Lansing decided to reduce the parking structure by 100 spaces, add underground parking, offer 16 fewer apartments and replace proposed condominium space with a hotel.

Kevin McGraw, Strathmore’s development director, said his plans for the City Center II project will be compliant with what the city wants.

East Lansing residents still have reservations about the proposed 10-story building.

Alice Dreger, an East Lansing resident, said the plans do not fit well with the cityscape.

“I am concerned that the building is phenomenally out of proportion with the buildings around it,” Dreger said. “Density can be done well and density can be done poorly.”

Citizens also expressed concern with hiding Valley Court Park from view along Grand River Avenue.

“When you add City Center II and this project, you’d might as well ring Valley Court Park with buildings,” said Diane Wing, an East Lansing resident.

The commission also discussed the proposal for a hotel to be relocated to the West Village area.

Jerome Abood, owner of Abood Properties Inc., has proposed construction of an 88-room hotel at the corner of West Grand River Avenue and Delta Street.

The Marriott Residence Inn is currently located at 1600 E. Grand River Ave.
