			<description>That issue has been discussed with U.H. Without having the exact minutes in front of me, I&#8217;m going to try to answer as best I can. THe primary reason is competition with apartments. The primary reason they moved the date earlier is so that they can better compete with the apartments. If E.L. City Council can get the apartment date moved back, I believe U.H.  will also move theirs to later in the year. Additionally, using a new web-based program this year threw in a twist. Since it was a new program, they didn&#8217;t want to overload it all at once,until it had been proven to work well, so they decided to spread the sign-up dates over a longer period of time, so some dates went earlier and some went longer.
