<description>I&#8217;m surprised that these rules were not in place earlier &#8212; they have been in the manual for business procedures for the rest of the university for years&#8230;  It is good practice to require bids or at least three options for any large amount of money..</description>

<description>Nick:  These groups already have competitive bidding and almost all of the other policies in place.  The concern is the veto power given to the university to stop the groups from taking almost any major action as well as the new definition of the relationship in a negative way which is a bit too complicated to get into here.  

	Basically this would allow the university to prevent any of these organizations that are supposed to represent students from supporting a position that students like but the administration doesn&#8217;t.</description>
