How does a 21 year old get an MIP?

Gee, how does a 21 year old get an MIP.....hmmm maybe he hadn’t turned 21 yet? Or maybe it’s just the State News doing their usual job again.

Regarding Phillip Garcia:
A UIP, destruction of property, and TWO MIPs. Wow, what a mess. This is the sort of dumb fuck who was probably chanting for tear gas. I can feel a little sympathy for some people on that list, but not this kid.

Can someone explain to me 1)how a 21 year old is a minor? 2) how do you get two MIPs at once? Double fisting, or multiple personalities?

Dudes:
1) They were must have been 20 at the time and had their birthdays within the past 2 weeks. Unfortunate for them, but that’s life.
2) The idiot probably got an MIP early in the night when he was caught urinating in public. They would ticket but not arrest him. Later, a cop probably saw him holding a beer and gave him another ticket. Then he was destroying, damaging or interfering with property and was arrested. Just my guess.

How long are these kids suspended for? When will there be a final verdict?
