I don’t know the answer to that, but a little investigation from a news paper does not seem out of line. Perhaps the money is federal stimulus funds earmarked for state police. If its a use it or lose it from uncle sam, you take advantage and upgrade facilities, while providing an economic boost to downtown lansing (anybody know of a doughnut shop on Michigan i can invest in?)
